It makes it worse that there wasn't a foul called. There was no advantage gained by Germany on the play. Pepe gonna Pepe though...

No, he isn't saying that. He's saying Pepe wasn't called for a foul, which makes Pepe's reaction worse. Diving is still annoying, but it happens unfortunately all the time, so a dive that doesn't result in a foul doesn't merit that reaction.
