I think the ref made the wrong call verbally and gave the wrong hand signal, but a penalty did occur. It should've been called as an illegal formation, not illegal touching (if #68 reported in). Frankly, I have a hard time believing he didn't report in, especially after they showed the replay of him and #70 talking to the head referee before the play.

EDIT: After seeing the line of scrimmage before the snap, it looks like it wasn't an illegal formation. St. Brown (name?) looks like he's not covering #68. Feels like the Lions got ref jobbed...
