I just picked up a seagate 1TB expansion car for my series x. This gives me 3 installation options:
1. Internal drive
2. External
3. Storage Expansion Card

Why can't we select where we want the game to be installed on a game by game basis? I can only select Install here first on one of the 3 locations. Am I missing something?

Once your primary storage option is full and you try to install another game it will warn you the game won’t fit on your primary storage option and ask you if you want to install on your secondary storage option. A little clunky but it works smoothly after it’s installed.
