I agree but i don't see it happening. HHH with the personal vendetta storyline, I don't think he looses. There hasn't ever been a heel come in that wasn't the champ and won the belt at Mania. HHH and Orton are the only two heels who have ever walked out with the belt period though. I would guess he wins and Orton gets the belt at backlash. They have really did a lot to slow down Orton imo, with the lawyers, doctors, running away, etc. I think he was getting too much of a "stone cold" like heel following and they didn't want that going into Mania.

I hope HBK turns the time back to 98 and brings out the old HBK for WM 25. Highly doubt it though.
