Baseball is one of the harder ones to get a team for. Hockey and basketball you just need an arena build that can hold 15,000+ , and some cities are ok doing that without even getting a team because you can still use it for concerts and other events.
Baseball, it's more complex. Manfred has said before the league would consider a place like Montreal if they have a full plan in place for a new stadium, but also seems like Montreal or any possible ownership group doesn't want to spend time getting a plan in place without knowing if they're getting a team for sure.
Same would be true all over I'd imagine. "Build it and they will come" vs "Come and they will build it".
