- GENERAL RULES

► The team is allowed to have a maximum of 25 players at the end of every transfer window (under-18 and loaned players should not be counted).
► Manual training is not allowed, training should always be simulated, with "D" being the maximum value received from every training session.
► If we fail two years in a row to meet the league position objective, we should resign
► The team should have 0 trainers
► We can't use development plans (all players should set as "balanced")
► We can't change any player position
► Team training should always be balanced

- TEAM ROLES AND CONTRACTS

► Upon arrival at each new team, roles must be assigned: 4 players can be crucial, and 11 can be important. We can change the role of a player through contract negotiations (even with no extension), but if he does not accept the role change, he must be sold as soon as possible.
► Each renewed player must receive a signing bonus equal to 4 weeks of salary multiplied per additional contract year if crucial (3 for important, 2 for turnover, 1 for reserve).
► Player salary must always be equal to or higher than the previous one if the player is under 30 + the minimum salary he must receive annually is 10% of his market value (if a player is worth 10 million his annual salary must be at least 1 million -> 18,518 $/week)
► The maximum salary that can be offered is 10% more than the highest salary in the team in the same role (a new player set as "important" can receive a maximum salary higher than 10% of the highest earner among important players).

► 5.0 ⭐ = 6 scouts, 4.5 ⭐ = 5 scouts, 4.0 ⭐ = 4 scouts, 3.5-3.0 ⭐ = 3 scouts, 2.5-2.0 ⭐ = 2 scouts, 1.5-0.5 ⭐ = 1 scout
► Scout judging ability can have as much stars as the number from the OVR-to-stars table above
► The first scout should always be assigned to the home nation + the second and the third should be assigned to countries from the same continent

- TRANSFER MARKET (SELL)

► 2-5 players sells any summer window, 1-2 in the winter window
► The minimum mandatory offer for a players that we should accept is 100% of the player value

• +75% for players 17-18-19 years old, +50% for 20-21, +33% for 22-24, +25% for 25-27, +10 for 28-29, -10% for 32-33, -20% 34+, -50% 36+
• +5% for players with good morale, -5% for players with bad morale
• +20% for crucial players, +10% for important players, -10% for Over25 non crucial/important players
• -20% if the player is in the last year of his contract, -10% if he's on the market/requested to be sold

► As per the new FIFA regulations, a maximum of seven can be loaned out from any team for the 2023–24 season and six from July 1, 2024 onwards.
► If our team is relegated, our must sell our best two players in the nearest market window.

- TRANSFER MARKET (BUY)

► 2–5 transfers in the summer market, 1-2 in the winter market.
► Maximum of two signings on loan, which, by FIFA regulations, can have a maximum duration of one year.
► Only one purchase per year of a "star" player (up to 3 points higher than the Top 11 OVR)
► Maximum of 1 pre-contract per year (2 for third and fourth division teams)
► Players we wish to sign on a pre-contract basis should have their salaries increased by 25%, and the signing bonus should be their new weekly salary x 10 weeks.
► Each player we acquire must have a 100% complete scouting report before contacting him/his team
► No players from higher divisions can be purchased unless they are reserves.

- YOUTH ACCADEMY

► 5.0-4.0 ⭐ = 3 scouts, 3.5-2,5 ⭐ = 2 scout, 2.0-0.5 ⭐ = 1 scout
► Scout judging ability can have as many stars as the number from the OVR-to-stars table above.
► The first scout should always be assigned to the team home nation, and the second to a nation on the same continent.
► Only one randomly chosen player will be added to youth team from the monthly report, the rest should be released.
► Players on the youth team can only be promoted at the start of the year. 2 players (age 17–18) will be randomly promoted to the first team, while some players will be randomly released until the squad number is back to 11.
► If a player wants to leave the youth team during the season, he will be released

- FINANCES

► Transfer budget

• 5.0-4.0 stars ⭐ = start of the year transfer budget /2
• 3.5-3.0 stars ⭐ = start of the year transfer budget /4
• 2.5-0.5 stars ⭐ = transfer budget is zero and it's financed by sales

► In the event of an end of year negative balance, losses must be replenished by the following year through positive balance and/or players sells
► Transfer policy should be set as "rigid"

Rovers appoint Edward Cooper as manager

Doncaster Rovers are delighted to announce the appointment of Edward Cooper as our new Head Coach.

Cooper lead Chesterfield to a 3rd place finish and a Vanarama playoff final in 2022/23, after finishing 7th in his first year as a coach. Previously he spent five years at West Ham as a data analystic and youth teams manager.

On joining Doncaster, 39-year old Head Coach, Edward Cooper, said: “I’m extremely excited and grateful that the board have given me the opportunity to lead a team which has such strong values both on and off the pitch."

“I will bring some ideas with me and I'll work as hard as possible. The supporters can look forward to seeing a team with energy and aggression and one that they can be proud.”

Rovers Chairman, David Blunt, said: “We’re delighted to have Edward join as our Head Coach, he brings a modern approach to the game which matches our own."

"Edward impressed us with his passion, character and eye for detail. This was a thorough and fast-moving process as we had very specific requirements for this role, and Edward quickly became the leading candidate. We're ready to build something special.”

The London native has agreed a two-year deal. His first league match in charge of the club will be on Saturday 29th July, with Doncaster taking on Salford City in the first game of the EFL League Two campaign at the Peninsula Stadium.
