You get beta access any time you buy the game up until release, I only just got it this past Friday. At this point though, you're better off just waiting for the full release as ZO said.

I'll start my customary save with Spurs, as I do every year, just to get used to the game and see if I can with the EPL/Champions League. I usually abandon it fairly quickly anyways, so I won't be too upset if something happens and the save gets corrupted.
