Do attributes go over 100 for perks?

Power rating and level 5 brings you to 100.

Perks can put you over 100.

Im not trying to come off rude, bc I don't know how the development team works or who you exactly are... But if you are a developer of this game, shouldn't you know how things work??

Maybe different people work on different parts of the game, but I figure development should know all aspects of their game.

That would be impossible. Different areas of development work on different parts of the game and generally only know what’s going on on the other parts insofar as it impacts them (and with bad companies not even then.) Modern videogames are way too complex for one person to be aware of everything.
