How in the world do you sign up for Playstation Network?

I recently bought a PS3 and every time I try to sign up for an account on Playstation Network, I'll get through a couple steps in the process and then I get a message saying "A connection to the server could not be established. 80710B23". Am I doing something wrong?

You can try to search the specific code on google. That may help you better. I remember getting a similar code, but I kept on trying and eventually it connected.
