How does confidence work?

So I simmed through the first season with the vikes and when I got to the next preseason, Rudolph had a confidence of 1. He only had 28 catches a two tds and the team went 7-9. He started every game. Now I've played two games going 1-1. He has 8 catches for 82 yards and still has a confidence of 1...

It seems like quite a few guys had low confidence carrying over from the previous season even though they played a lot and the team wasn't horrible. I had about 10-15 guys who had confidence below 20.

Any ideas?
