In Manager Career Mode is it better to have loose or strict Transfer setting?

I prefer loose. If a major player moves teams, I like to be able to move guys freely.

Even with strict, if I have the money I can get the players I want unless they’re at rival clubs which is realistic IMO. Strict makes it a little harder in negotiations which I like.

Doesn't matter unless you play in Germany or smaller leagues. When you try to sign an 85 plus rated player in the Bundesliga, they come back with "league isn't competitive enough".

With that said, it is far too easy to sign whoever you want. Wish EA would implement some kind of wants and needs for each player, similar to Madden free agency
