Salary Cap

How do we change the starting salary cap for the beginning of a new franchise? I found the salary cap option in the league info section of the default data but when I increase the number to something higher it is not reflected when I start a new league. Any advice would help, I would like to increase the cap and see if this allows for more player retention across the league.
